Formation: LLC formation and incorporation both start at $99 plus state fees. Annual report filing is $199 per state per year plus the state's filing fee, with volume discounts of up to 40% when ordered online. Foreign qualification is a $399 service fee that includes a name check, the good-standing certificate or certified copies, the filing and one year of registered agent service.

Registered agent renews at $159 a year, about 60% more, and the only way to keep $99 is to prepay two or three years. The same page sets its own price against an unnamed 'competition' at $250 to $350 'with large annual increases', which is a comparison you cannot check, and its own renewal is an increase too. Budget on $159. The recurring filing is where the bill grows. Annual report service is $199 per state per year, plus the state's own fee, which Harbor invoices before the due date.
For a company registered in three states that is $597 a year in service fees before any state charges, on top of a registered agent in each of those states. Volume discounts of up to 40% exist, but only online and without a published table. The formation price is a starting point rather than a package. LLC formation and incorporation both read 'starting at $99 plus state fees', and the public pages do not list what the $99 covers or what the higher options add; the answer is in the order flow.
The software that the agent service leans on, Entity Manager, is included with the agent, but the wider software suite has no published price and starts with a demo. The ratings on the pages are Google reviews that Harbor Compliance quotes itself. We found no independent reviews we could read for this dossier, and we have not used the service.

There are no plan tiers to choose between; each service is its own line, so the decisions are about how long and how many states. On the registered agent, prepaying is the cheapest route if you know the company will exist that long. Two years cost $198 and three years $297, which keeps the $99 rate; paid yearly, years two and three would cost $159 each, so the three-year prepay saves $120.
After the prepaid period the renewal is $159 either way. The annual report service is the line to think about. At $199 per state per year plus the state fee, it is worth paying for when you have entities in several states with different deadlines, or when a missed filing would be expensive to fix: reinstatement starts at $399 plus state fees, twice the yearly service. For one LLC in one state with one deadline, filing yourself and using the Entity Manager reminders that come with the agent costs only the state fee.
Foreign qualification at $399 includes the first year of registered agent service in the new state, so it is better value than ordering the filing and the agent separately.
Start with your state list. Write down every state where the company is formed or registered, because Harbor prices nearly everything per state: the agent, the annual reports, amendments and licences. Then order the registered agent first. The order flow gives you pre-filled state forms with Harbor's agent address, which is how you appoint them, and the Entity Manager software comes with it. Use Entity Manager to check the status and the annual report deadlines it calculates for each entity before you decide on the $199-per-state annual report service; for one or two simple filings the reminders may be enough.
If you are forming a new company, look up your state's filing fee before you compare formation services, because the state fee is the part no provider can lower. And the EIN is free directly from the IRS; Harbor's service from $99 prepares and files the Form SS-4 for you, which you can do yourself.
